Theoretically, it may be possible to bring back Neanderthals using existing technology, but there are significant ethical, practical, and legal issues to consider.

Obtaining enough Neanderthal DNA to reconstruct a full genome is a significant obstacle, and there is currently no suitable surrogate mother for a Neanderthal fetus. Even if these issues were resolved, the ethical implications of cloning or genetically engineering a Neanderthal would be significant. It would raise questions about the treatment of non-human beings and the creation of a sentient being with no natural habitat, family, or social structure. Therefore, while it is technically possible, it is unlikely that we will ever bring back Neanderthals. 

Neanderthal DNA is thousands of years old, and its sequence had to be compiled from several different individual fossils. While Making Neanderthals or, for that matter, dinosaurs or mastodons or any other ancient creature sounds cool, it is far more likely to be cruel. Cloning cannot bring back the dead or the extinct. It is neither safe enough nor ethical enough to be worth trying. And the question remains whether.
